Readers of the Advocate may recognize Luis Cotto's name from our articles on Hartford City Hall. What they may not know is that Cotto is a passionate promoter of the arts, going (at least) back to when he ran an excellent jazz series at La Paloma Sabanera.

First, you should know that Cotto runs a valuable web resource for anyone in central CT. It's a Facebook group called  Councilor Cotto's Counsel, and you can join here. Dude has impeccable taste and always sends out interesting and timely event suggestions. In his own words: “This won't be for just cultural events...this will also include political rallies, rentals, and any other miscellaneous thing where someone says ‘Luis, can you send this out to your peoples?’” He’ll key you in to some good music and then some!

And, speaking of impeccable taste: Cotto doesn’t just promote culture around town. He’s trying to create more of it! He’s using Kickstarter (a fundraising website) to try and fund a series called the Center Without Walls. Again, he puts it best:

“The Center Without Walls concept will take advantage of every nook and cranny in the city to present music, poetry, theater, dance, workshops, and just plain ole conversations to areas where mainstream arts organizations do not go. Admission to all of our events will be affordable with a minimum of ‘what you can pay.’”

To give you a taste of the caliber of event Cotto has planned, the first CWW gig will feature Miguel Zenon, who’s, oh, y’know, a MacArthur "Genius" Award recipient. Zenon is presenting the North American debut of his latest project, La Rayuela. Catch more info about the event here.

The catch is that the Center Without Walls has to get pledges to cover all of its funds by August 31st. They’re already about a third of the way there, which is awesome! Throw down a fiver—more if you got it—and turn this wildman loose on local arts programming. Click here to visit Kickstarter and get the Center Without Walls off the ground. You won’t be charged if the CWW doesn’t meet its fundraising goal by the deadline, and all the money stuff is handled by Amazon, so it’s safe. I just slapped my $5 down and the whole process took maybe 3 minutes. Painless!

Luis Cotto is one of the sweetest men I've ever met. It's not just the promotion of culture which he feverlishly and passionately strives to bring to our city and state. It is his honesty, integrity and his love for diversity and human kind that make him extra special. I wish he could be cloned.

We recently attempted to work with the City of Hartford to throw a Municipal Cafe Reunion Concert and received no support from the city whatsoever. Mr. Cotta refused to support our efforts and was in fact a barrier to positive artistic activity within the city.
After 20 years in Hartford, contributing to the vitality of the city and it's wonderful arts scene I can only say I am profoundly disappointed in the nightmare that they call city hall.

Yes, Stephen came to the committee I chair (Public Works, Parks and Environment) to speak about the proposed Municipal Cafe Reunion. An ordinance (which pre-dates me) was passed barring such events from being held in private lots downtown. I believe the proposed site for the event was the parking lot across the street from Black Eyes Sally's. I informed Mr. Makay about this restriction, and made him aware of some of the alternative options afforded to him. I was opposed to the proposal as presented for many reasons and let him know that (instead of doing the political thing of hemming and hawing during the presentation and killing it after he left.)

But I also told him that if he got together with the BID (The Business Improvement District - who was also represented at the same meeting by their Executive Director) and put a proposal together that a resolution could be introduced and passed by 5 votes...I'm only one vote and don't go outta my way to screw someones chance to do something just cause I'm not for it. That never happened.

I've always supported positive cultural stuff (yes, my own technical term) happening in the city, and would have been more than happy to put my name behind this if it were in the form of a block party same as Agave and Black Bear have done. But that would not bring the most bang for the buck to the producer and they've gone elsewhere.
